RRO / HBK: Enable ONE Containers

This mod enables the ONE Containers from Riesa - Dresden on Rhein-Ruhr Osten and Hamburg - Lübeck formations, resulting in more container freight variety on some older German routes. This also includes scenario designer formations and the TSG DB G6 Diesel Shunter gameplay for RRO.

As RRO's container freight formations are also used on Schnellfahrstrecke Köln and Hauptstrecke München - Augsburg, the freight trains there will also haul ONE containers.

Attention: This is a largely untested prerelease version. Please inform me if you encounter anything unusual with the container freight formations from RRO or HBK.
